Areas of Responsibility
In the SCADAMOM database, the entire SCADA system (including all of the SCADA control sites) is divided into areas and each area is named. Each area is referred to as an “area of responsibility”. Dividing the control system into areas serves two purposes:
It restricts the control of monitored devices to specific control sites and to individual operator consoles within each site.
It limits which control sites, and which operator consoles within each site, can respond to alarmed conditions and events.
One or more areas of responsibility are assigned to each device in the monitored system. For a control operation (such as open/close) to be carried out from a control site and operator console, one of the areas of responsibility of the device must match the area of responsibility of the operator’s console. (An area of responsibility is assigned to each console through the PERMIT application.) Also, all consoles require execute permission for "CONTROL" to issue any control using ETPL.
Note: Again, in order for the alarm to be heard or seen at the console, the console’s area of responsibility must match one of the area of responsibility names of the alarmed remote site, or substation.
Note: The area in the hierarchy may be different. It is possible to assign an area for the substation, another for the children bays, and another one for the devices.
Finally, one area of responsibility is given to the online editor to allow an operator to modify the settings and modeling of SCADA.
